You can apply for this visa when you are in Australia (onshore) or outside Australia (offshore). This visa is a combination of previous subclass 176 visa and subclass 886 visa. This is a permanent residency visa.
Different with Subclass 189 visa, Subclass 190 visa requires you to have a state government sponsorship. The successful visa applicant will need to live in the state for two years before relocating to other states.
You must have:
nominated an occupation that is on the relevant skilled occupation list
obtained a suitable skills assessment for that occupation
not yet turned 50 years of age
achieved the score specified in your letter of invitation based on the factors in the points test (usually 55)
at least competent English (IELTS score 6 in listening, reading, speaking and writing)
been nominated by an Australian state or territory government agency.
